French public-sector association coTer Numérique selects BlueMind for collaborative email

The coTer Numérique is a national association that brings together several hundred CIOs, IT directors and digital leaders from French local authorities, including municipalities, intermunicipal bodies, departments, regions and public-sector organisations. For more than 30 years, it has provided a unique forum where public-sector organisations share experiences, projects and insights on digital transformation and public IT challenges.

Today, coTer Numérique has chosen BlueMind as its collaborative email platform. This decision reflects a broader movement towards digital independence that is gaining momentum among French local authorities. While this announcement concerns France, the same approach can be adopted by public administrations and organisations across Europe looking to regain control over their communication infrastructure without disrupting user habits.

BlueMind will also be attending the 35th coTer Numérique Congress on 23–24 June 2026 in Reims. Every year, this event brings together more than a thousand public-sector IT decision-makers to discuss the key challenges shaping the future of digital government. Artificial intelligence, cybersecurity, data governance, infrastructure resilience and digital sovereignty will be among the major topics driving the 2026 edition.

The trends discussed at coTer are not unique to France. Across Europe, public organisations are facing the same questions: how to strengthen digital sovereignty, reduce dependency on non-European providers and modernise collaboration tools while preserving user experience. BlueMind helps organisations address these challenges with a sovereign, open-source and Outlook-compatible email solution that can be deployed throughout Europe.
